THE CREATION OF THE
BANGSAMORO
AUTONOMOUS POLITICAL ENTITY

STAGE 1:
Signing of the Framework Agreement (FA) by both
Parties.
STAGE 2:
Parties adopt an annex on the Transitional Agreements
and Modalities in the Framework Agreement.
STAGE 3:
Transition Commission is formed via Executive Order
(EO).
STAGE 4:
Congress passes resolutions supporting the Executive
Order.
STAGE 5:
Transition Commission drafts Bangsamoro Basic Law
Bill.
STAGE 6:
Bangsamoro Basic Law Bill is submitted to Congress.
STAGE 7:
Bill is certified urgent by the President.
STAGE 8:
Congressional Action on the Bangsamoro Basic Law Bill.
STAGE 9:
Bangsamoro Basic Law Bill submitted to the President
for approval.
STAGE 10:
The President signs the bill into law.
Two months prior to the plebiscite and ratification, contiguous
localities may opt to join by a petition of 10% of registered voters in the
area.
STAGE 11:
A plebiscite is held for the ratification of the law.
STAGE 12:
Promulgation and ratification of the Bangsamoro Basic
Law.
Localities with a substantial Bangsamoro population
may choose to join the Bangsamoro autonomous political entity at any time,
provided that at least 10% of the population petition for their inclusion in
the Bangsamoro autonomous political entity and accepted by a referendum.
STAGE 13:
A Bangsamoro Transition Authority is created. ARMM is
deemed abolished; all devolved authorities are vested in the Bangsamoro
Transition Authority.
STAGE 14:
A ministerial form and Cabinet system of the government
will commence once the Bangsamoro Transition Authority is in place.
STAGE 15:
Bangsamoro Transition Authority is replaced upon the
election and assumption of the members of the Bangsamoro legislative assembly
and the formation of the Bangsamoro government.
