PRESIDENTIAL DECREE No.
1170
TRANSFERRING THE SEAT OF GOVERNMENT OF THE
PROVINCE OF MAGUINDANAO FROM THE MUNICIPALITY OF MAGANOY TO THE MUNICIPALITY OF
SULTAN KUDARAT
WHEREAS, the
present set of the provincial government of Maguindanao is not very accessible
to the residents of the different municipalities therein.
WHEREAS, the
proposed seat of government at Sultan Kudarat is more accesseible, being
centrally located within the province.
WHEREAS, the
municipality of Sultan Kudarat has more facilities to offer, being near the
Polloc Port and situated at the crossroads of national highways leading to
Davao City, the two Lanaos and South Cotabato;
WHEREAS, the
people of Sultan Kudarat, their civic leaders and the different municipal
mayors have expressed their desire that the transfer of the seat of government
be made for the above reason;
NOW, THEREFORE, I FERDINAND E. MARCOS, President of the
Philippines, by the virtue of the powers vested in me by the Constitution, do
hereby order and decree;
Section 1. The
seat of government of the Province of Maguindanao is hereby transferred from
the Municipality of Maganoy to the Municipality of Sultan Kudarat.
Section 2.
Presidential Decree No. 341 is hereby amended accordingly.
Section 3. This
decree takes effect immediately.
DONE in the City of Manila, this 11th day of July, in the year
of Our Lord, nineteen hundred seventy-seven.

“Á RESOLUTION ESTABLISHING SIMUAY, SULTAN
KUDARAT, MAGUINDANAO AS THE OFFICIAL SITE OF THE SANGGUNIANG PANLALAWIGAN OF
MAGUINDANAO”
WHEREAS, the
Sangguniang Panlalawigan is presently holding its office at a mere
satellite-office at the ABC Building, Municipal Hall, Sultan Kudarat,
Maguindanao;
WHEREAS,
Section11, par (a) and par (b) of the ARMM Local Government Code (Selection and
Transfer of Local Government Site, Offices and Facilities) provides that a)
“The law creating or merging local government units shall specify the seat of
government from where governmental and corporate services shall be delivered.
Provided in selecting said site, factor relating to geographical centrality,
accessibility, availability, development and economic progress, and shall be
made upon the concurrence of the 2/3 of the members of the sanggunian;
WHEREAS, the
Provincial Capitol site in Shariff Aguak, Maguindanao is still not conducive
for the Sangguniang Panlalawigan to hold office because of security prolems and
the continuing volatile situation thereat;
NOW THEREFORE, on
motion of Hon. Talib M. Abo, Jr., Chairman, Committee on Local Government,
jointly seconded by all members present, be it
RESOLVED, as
it is hereby RESOLVED, to
establish as it hereby established Simuay, Sultan Kudarat as the Official Site
of the Sangguniang Panlalawigan of Maguindanao;
RESOLVED FURTHER that the copy of this resolution be
forwarded to the Department of the Interior and Local Government, National,
DILG-ARMM., the Office of the Hon. Governor Datu Esmael G. Mangudadatu and to
all concerned for information and appropriate action.
